First lady's anti-obesity campaign prompts change

WASHINGTON (AP) -- Wal-Mart is putting special labels on some store-brand products to help shoppers quickly spot healthier items. Millions of schoolchildren are helping themselves to vegetables from salad bars in their lunchrooms, while kids' meals at Olive Garden and Red Lobster restaurants automatically come with a side of fruit or vegetables and a glass of low-fat milk.

The changes put in place by the food industry are in response to the campaign against childhood obesity that Michelle Obama began waging three years ago. More changes are in store.

Influencing policy posed more of a challenge for the first lady, and not everyone welcomed her effort, criticizing it as a case of unwanted government intrusion.

Still, nutrition advocates and others give her credit for using her clout to help bring a range of interests to the table. They hope the increased awareness she has generated through speeches, her garden and her physical exploits will translate into further reductions in childhood obesity rates long after she leaves the White House.

About one-third of U.S. children are overweight or obese, which puts them at increased risk for any number of life-threatening illnesses, including diabetes, high blood pressure and heart disease.

While there is evidence of modest declines in childhood obesity rates in some parts of the country, the changes are due largely to steps taken before the first lady launched "Let's Move" in February 2010.

With the program entering its fourth year, Mrs. Obama heads out Wednesday on a two-day promotional tour with stops in Mississippi, Illinois and Missouri. She has been talking up the program on daytime and late-night TV shows, on the radio and in public service announcements with Big Bird. She also plans discussions next week on Google and Twitter.

"We're starting to see some shifts in the trend lines and the data where we're starting to show some improvement," the first lady told SiriusXM host B. Smith in an interview broadcast Tuesday. "We've been spending a lot of time educating and re-educating families and kids on how to eat, what to eat, how much exercise to get and how to do it in a way that doesn't completely disrupt someone's life."

Larry Soler, president and chief executive of the Partnership for a Healthier America, said Mrs. Obama has "been the leader in making the case for the time is now in childhood obesity and everyone has a role to play in overcoming the problem." The nonpartisan, nonprofit partnership was created as part of "Let's Move" to work with the private sector and to hold companies accountable for changes they promised to make.

Conservatives accused Mrs. Obama of going too far and dictating what people should ? and shouldn't ? eat after she played a major behind-the-scenes role in the passage in 2010 of a child nutrition law that required schools to make foods healthier. Former Alaska Gov. Sarah Palin, the Republican Party's vice presidential nominee in 2008, once brought cookies to a school and called the first lady's efforts a "nanny state run amok."

Other leaders in the effort, such as New York Mayor Michael Bloomberg, have felt the backlash, too. Last fall, Bloomberg helped enact the nation's first rule barring restaurants, cafeterias and concession stands from selling soda and other high-calorie drinks in containers larger than 16 ounces.

Despite the criticism, broad public support exists for some of the changes the first lady and the mayor are advocating, according to a recent Associated Press-NORC Center for Public Affairs Research poll.

More than eight in 10 of those surveyed, 84 percent, support requiring more physical activity in schools, and 83 percent favor government providing people with nutritional guidelines and information about diet and exercise. Seventy percent favor having restaurants put calorie counts on menus, and 75 percent consider overweightness and obesity a serious problem in this country, according to the Nov. 21-Dec. 14 survey by telephone of 1,011 adults.

Food industry representatives say Mrs. Obama has influenced their own efforts.

Mary Sophos of the Grocery Manufacturers Association, which represents the country's largest food companies, including General Mills and Kellogg's, said an industry effort to label the fronts of food packages with nutritional content gained momentum after Mrs. Obama, a mother of two, attended one of their meetings in 2010 and encouraged them to do more.

"She's not trying to point fingers," Sophos said. "She's trying to get people to focus on solutions."

A move by the companies signaling willingness to work with Mrs. Obama appears to have paid off as the Obama administration eased off some of the fights it appeared ready to pick four years ago.

The Food and Drug Administration has stalled its push to mandate labeling on the front of food packages, saying it is monitoring the industry's own effort. A rule that would require calorie counts on menus has been delayed as the FDA tries to figure out whom to apply it to. Supermarkets, movie theaters and other retailers have been lobbying to be exempted.

The industry also appears to have successfully warded off a move by the Federal Trade Commission to put in place voluntary guidelines for advertising junk food to kids. Directed by Congress, the guidelines would have discouraged the marketing of certain foods that didn't meet government-devised nutritional requirements. The administration released draft guidelines in 2011 but didn't follow up after the industry said they went too far and angry House Republicans summoned an agency official to Capitol Hill to defend them.

Besides labeling its store brands, Wal-Mart, the world's largest retailer, also pledged to cut sodium and added sugars by 25 percent and 10 percent, respectively, by 2015, and remove industrially produced trans fats.

Leslie Dach, an executive vice president, said sodium in packaged bread has been cut by 13 percent, and added sugar in refrigerated flavored milk, popular among kids, has been cut by more than 17 percent. He said Wal-Mart shoppers have told the company that eating healthier is important to them. Giving customers what they want is also good for business.

New York reported a 5.5 percent decline in obesity rates in kindergarteners through eighth-graders between the 2006-07 and 2010-11 school years, according a report last fall by the Robert Wood Johnson Foundation, which studies health policy. In Philadelphia, the decline was 4.7 percent among students in grades K-12 between the 2006-07 and 2009-10 school years, the foundation said.

Declines also were reported in California and in Mississippi, where Mrs. Obama stops Wednesday.

In Philadelphia, an organization called the Food Trust has worked since 1992 to help corner stores offer fresh foods, connect schools with local farms, bring supermarkets to underserved areas and ensure that farmers' markets accept food stamps, according to Robert Wood Johnson.

New York City requires chain restaurants to post calorie information on menus. Licensed day care centers also must offer daily physical activity, limit the amount of time children spend in front of TV and computer screens, and set nutrition standards.

Both cities also made changes to improve the quality of foods and beverages available to students in public schools.

Powers wait to hear Iran response to nuclear offer

ALMATY (Reuters) - World powers hope Iran will respond positively on Wednesday to their new offer to lift some sanctions if Tehran scales back nuclear activity the West fears could be used to build bombs.

The United States, France, Germany, Britain, China and Russia presented the offer when their first meeting with Iran in eight months began in Almaty on Tuesday and the Islamic state was considering it, the powers' spokesman said.

Western officials described the first day of talks as "useful". One said Iran discussed specific aspects of the powers' ideas in bilateral talks with three of them - Russia, Germany and Britain - but gave no indication how Tehran viewed them.

Iranian state television described the atmosphere in the discussions as "very serious".

The outcome of the two-day meeting in the Kazakh city will be closely watched in Israel, which has strongly hinted that it could attack Iran's nuclear sites if diplomacy and sanctions fail to stop the uranium enrichment program.

Iran says Israel's assumed nuclear arsenal is the main threat to peace and denies Western allegations it is seeking to develop the capability to make atomic bombs. It says it is only aiming to produce nuclear energy so that it can export more oil.

In their latest attempt to break years of deadlock in the dispute, the powers are offering Iran a relaxation of some of the sanctions that are taking a heavy toll on its economy.

"Hopefully the Iranians will be able to reflect overnight and will come back and view our proposal positively," the spokesman for European Union foreign policy chief Catherine Ashton, who represents the powers in the talks, said.

"The ball is in their court," Michael Mann added after the first day of discussions on Tuesday.

He did not give details of the offer, but other Western officials have confirmed it includes some limited sanctions easing if Iran closes a underground site where it carries out its most controversial uranium enrichment work.

Diplomats and analysts see scant chances of a conclusive deal with Iran before a June presidential election, with the political elite preoccupied with domestic issues.

Wednesday's talks are due to start at around 11 a.m. (0500 GMT).

IRANIAN COUNTERPROPOSAL

Iran would put forward its own proposal "of the same weight" as that of the other side, a source close to the Iranian negotiating team said on Tuesday, but Western officials said it had not done so during the first day of negotiations.

Iran, whose chief negotiator Saeed Jalili is close to Supreme Leader Ayatollah Ali Khamenei and is a veteran of Iran's 1980s war against Iraq and the Western powers that backed it, has shown no sign of willingness to scale back its nuclear work.

It argues that has a sovereign right to carry out nuclear enrichment for peaceful energy purposes, and in particular refuses to close its underground Fordow enrichment plant, a condition the powers have set for any sanctions relief.

Tightening Western sanctions on Iran over the last 14 months are hurting Iran's economy and slashing oil revenue. Its currency has more than halved in value, which in turn has pushed up inflation.

But analysts say the sanctions are not close to having the crippling effect envisaged by Washington and - so far at least - they have not prompted a change in Iran's nuclear course.

Western officials said the powers' offer would include an easing of restrictions on trade in gold and other precious metals if Tehran closes Fordow.

The facility is used for enriching uranium to 20 percent fissile purity, a short technical step from weapons grade.

Western officials acknowledge an easing of U.S. and EU sanctions on trade in gold represents a relatively modest step. But gold could be used as part of barter transactions that might allow Iran to circumvent financial sanctions.

Iran's foreign ministry spokesman last week dismissed the reported incentive as insufficient and a senior Iranian lawmaker has ruled out closing Fordow, close to the holy city of Qom.

Our vision is to have Usteam be ubiquitous. We wanna power the world's live broadcasting. If that happens to be on a gaming console, which increasingly it is, we wanna have a place there." Of course, we've yet to hear Microsoft' next-gen plans, but it sounds like nothing's off the table for Ustream just yet. "There'll be a lot more coming for certain, not just about this announcement but all of the things that we have in store for gamers around the world," Hunstable teased.

Are tablet computers a 'costly distraction' for police? - Public Service

26 February 2013 The way in which the Metropolitan Police spends millions of pounds on iPad style tablet computers and other technology like fingerprint scanners and smartphones is to come under the scrutiny of London Assembly members.

A new review launched by the London Assembly's Budget and Performance Committee is to ask whether the Met should be spending money on technology like this to help officers work more effectively, or whether this spending is a "costly distraction".

The committee will examine the Met's technology strategy and how it can find technology savings of ?42m in 2014-15 and ?60m in the following year.

Assembly members want to explore how the force will use 30,000 new mobile devices to cut the time officers spend on paperwork, and whether this will free them up to spend more time on the beat.

"The Met is facing budget cuts of 20 per cent over the next three years and it is inevitable that technology spending is going to feel the squeeze, but it is clearly also the case that judicious investment in technology could improve productivity and be an aid to change," said committee chairman John Biggs.

"Whether it's backroom ICT support or the use of innovative new devices like smartphones or fingerprint scanners, the Met will need to ensure that it's getting the best value for money.

"We all know that big IT projects often have a habit of getting out of control and falling victim to unforeseen glitches, compatibility problems and ballooning costs.

"Our review is all about ensuring that the Met avoids the pitfalls and gets the most out of the technology budget, because at the end of the day, better deals and smarter systems could mean a more efficient police force and more officers out on the streets."

In its review, the committee is expected to consider whether some contracts can be renegotiated or even cancelled. Presently the force spends ?325m a year on technology, with a third of this spend committed to one deal with Capgemini that is due to end in 2015.

Housing market signals recovery going strong

Taxes are higher, gas prices are rising, and Washington is in budget gridlock again, but the nation's housing market is viewing the world through rose-colored glasses.

Two pieces of data released Tuesday show that the recovery in real estate continues to be a bright spot in the still somewhat sluggish economic rebound.

New-home sales leaped in January versus the previous month to the highest level in 4-1/2 years, government data showed, as steady job creation and record-low interest rates spurred buying.

In the meantime, single-family home prices picked up in December, closing out 2012 with the biggest yearly gain in more than six years, a closely watched survey showed on Tuesday.

The S&P/Case Shiller composite index of 20 metropolitan areas rose 0.9 percent in December on a seasonally adjusted basis, topping expectations for a gain of 0.5 percent.

On a non-adjusted basis, prices were up 0.2 percent.

"Home prices ended 2012 with solid gains," David Blitzer, chairman of the index committee at S&P Dow Jones Indices, said in a statement.

"Housing and residential construction (led) the economy in the 2012 fourth quarter."

Prices in the 20 cities jumped 6.8 percent year-over-year, ahead of expectations for 6.6 percent and the best yearly gain since July 2006.

For the final quarter of the year, prices gained 2 percent on a seasonally adjusted basis.

The Commerce Department said Tuesday that new-home sales rose nearly 16 percent in January to a seasonally adjusted annual rate of 437,000. The percentage increase was the largest in nearly 20 years. And December's sales were revised higher to 378,000 from 369,000.

The number of previously occupied homes for sale is at a 13-year low. That shortage creates more demand for new homes. Builders began construction on the most homes in four years last year.

Though new homes represent less than 20 percent of the housing sales market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to data from the National Association of Homebuilders.

The increase in home building has helped boost construction hiring. The industry has gained 98,000 jobs since September, the best stretch since the spring of 2006.

Still, the increases in new-home sales are coming from depressed levels. Sales plummeted to a record low in 2011. And sales are still well below the 700,000 annual level that economists consider healthy.

Mediterranean diet can ward off heart disease: study

NEW YORK (Reuters Health) - A Mediterranean diet high in olive oil, nuts, fish and fresh fruits and vegetables may help prevent heart disease and strokes, according to a new large study from Spain.

Past research suggested people who eat a Mediterranean-like diet have healthier hearts, but those studies couldn't rule out that other health or lifestyle differences had made the difference.

For the new trial, researchers randomly assigned study volunteers at risk of heart disease to a Mediterranean or standard low-fat diet for five years, allowing the team to single out the effect of diet, in particular.

"This is good news, because we know how to prevent the main cause of deaths - that is cardiovascular disease - with a good diet," said Dr. Miguel Angel Martinez-Gonzalez, who worked on the study at the Universidad de Navarra in Pamplona.

He and colleagues from across Spain assigned almost 7,500 older adults with diabetes or other heart risks to one of three groups.

Two groups were instructed to eat a Mediterranean diet - one supplemented with extra-virgin olive oil and the other with nuts, both donated for the study - with help from personalized advice and group meetings. The third study group ate a "control" diet, which emphasized low-fat dairy products, grains and fruits and vegetables.

Over the next five years, 288 study participants had a heart attack or stroke or died of any type of cardiovascular disease.

People on both Mediterranean diets were 28 to 30 percent less likely to develop cardiovascular disease than those on the general low-fat diet, the researchers reported Monday in the New England Journal of Medicine.

The new study is the first randomized trial of any diet pattern to show benefit among people initially without heart disease, said Dr. Dariush Mozaffarian, who studies nutrition and cardiovascular disease at the Harvard School of Public Health in Boston.

NOT DUE TO SINGLE INGREDIENT

It's the blend of Mediterranean diet components - not one particular ingredient - that promotes heart health, according to Martinez-Gonzalez.

"The quality of fat in the Mediterranean diet is very good," he told Reuters Health. "This good source of calories is replacing other bad sources of calories. In addition, there is a wide variety of plant foods in the Mediterranean diet," including legumes and fruits as desserts, Martinez-Gonzalez added.

"I think it's a combination of what's eaten and what's not eaten," agreed Mozaffarian, who wasn't involved in the new research.

"Things that are discouraged are refined breads and sweets, sodas and red meats and processed meats," he told Reuters Health. "The combination of more of the good things and less of the bad things is important."

Martinez-Gonzalez suggested people seeking to improve their diet start with small changes, such as forgoing meat one or two days per week, cooking with olive oil and drinking red wine with meals rather than hard alcohol.

Replacing a high-carbohydrate or high-saturated fat snack with a handful of nuts is also a helpful change, said Teresa Fung, a nutrition researcher at Simmons College in Boston who also wasn't on the study team.

"All of these steps are making, at the end of the day, a big difference," Martinez-Gonzalez said.

Fung pointed out many people in the new trial were already on medications, such as statins and diabetes drugs.

"The way I see it is, even if people are on medication already, diet has substantial additional benefit," she told Reuters Health.

That's likely the case for people without heart risks - including high blood pressure or cholesterol - as well, Fung added.

"This is a high-risk group, but I don't think people should wait until they become high-risk in order to change," she said.

Obama cites Navy threat, immigrants freed as budget cuts loom

NEWPORT NEWS, Virginia (Reuters) - President Barack Obama on Tuesday warned of threats to Navy readiness and the government released hundreds of illegal immigrants due to budget pressure as automatic government spending cuts crept closer.

In the latest event staged by the White House to warn of the possible damage to public services, Obama spoke at the Newport News Shipbuilding shipyard where scheduled maintenance to the aircraft carrier USS Abraham Lincoln has been delayed by the budget crisis.

"The threat of these cuts has already forced the Navy to cancel the deployment, or delay the repair of certain aircraft carriers. One that's currently being built might not get finished," he warned.

The $85 billion across-the-board budget cuts are due to begin on Friday, and might eventually force the government to scale back on a host of services such as air traffic control, law enforcement and food safety inspections.

"These cuts are wrong. They are not smart. They're not fair. They are a self-inflicted wound that doesn't have to happen," he told workers in Newport News, Virginia.

In a move criticized by Republicans as a dangerous political stunt, the U.S. Immigration and Customs Enforcement agency released several hundred detained illegal immigrants in order to save money in preparation for the cuts.

An agreement in Congress would halt the cuts, but with days to go before the ax starts to fall, the two parties do not agree on what to replace them with. There have been hardly any budget talks between the parties since New Year.

Republicans seek different, more targeted, spending cuts than entailed in "sequestration," as the automatic cuts are known in Washington budget parlance. They complain that Obama is overplaying worries about sequestration to promote long-held plans to close tax loopholes.

House of Representatives Speaker John Boehner accused Obama of using "our military men and women as a prop in yet another campaign rally to support his tax hikes."

Boehner, under pressure by conservatives not to cave to Obama's demand for higher taxes, said members of the Democratic-controlled Senate need to "get off their ass" and pass legislation that would blunt the impact of the cuts.

In the Senate, Republicans struggled to come up with a unified plan for replacing the cuts, with Senate Republican leader Mitch McConnell saying lawmakers should simply pass a law giving the president flexibility on how the reductions would be carried out. Obama rejected that idea.

In a sign of how far they are from halting sequestration, congressional Republicans and the White House have been trying to blame each other for the cuts, which both Democrats and Republicans agreed to in a 2011 plan to fix an earlier budget crisis.

BLAME SHARED FOR CUTS

"The president's been running around acting like the world's going to end because Congress might actually follow through on an idea he proposed and signed into law - all the while pretending he's somehow powerless to stop it," said McConnell.

Americans blame both Obama and congressional Republicans for the sequestration crisis, according to a Reuters/Ipsos online poll released on Tuesday.

Twenty-five percent of people said Republicans in Congress were responsible for sequestration, 23 percent blamed Obama and 5 percent pointed to congressional Democrats. Thirty percent said all of them were to blame.

With a trip to a defense-heavy region of the country, Obama is seeking to draw attention to how the cuts would play out in communities where the military is a major source of jobs.

Defense spending makes up 9.8 percent of Virginia's gross domestic product.

But sequestration will be brought in gradually, and no shock to the economy is expected on Friday when it starts.

IMMIGRANTS RELEASED

"The impact of this policy won't be felt overnight but it will be real," Obama said. "The longer these cuts are in place the greater the damage."

The planned cuts will be phased in over seven months, giving lawmakers time to halt the worst effects, possibly in budget talks later in March.

But the Obama administration is highlighting a series of cuts to public services which are threatened.

The release of several hundred illegal immigrants due to budget pressures was criticized by the Republican head of the House Judiciary Committee as a political stunt to pressure Congress to put off sequestration.

"It's abhorrent that President Obama is releasing criminals into our communities to promote his political agenda on sequestration," U.S. Representative Bob Goodlatte said in a statement.

Immigration and Customs Enforcement released the immigrants while their deportation cases proceed. ICE spokeswoman Gillian Christensen said serious offenders were still being held.

Sequestration might be stopped as part of negotiations next month over another unrelated fiscal issue: a continuing resolution to fund government operations.

But House Republicans think they are in a strong bargaining position as there is not likely to be public outcry when the cuts start, unlike the "fiscal cliff" crisis at the New Year when the threat of tax hikes for most working Americans kept pressure on lawmakers to reach a deal.

The sequestration cuts apply in equal measure to non-defense spending and defense spending.

The reductions will force the Pentagon to put most of its 800,000 civilian employees on unpaid leave for 22 days, slash ship and aircraft maintenance and curtail training, Defense Department officials have told Congress. Pentagon contracting and acquisitions personnel were authorized last week to consult with their industry counterparts about the upcoming spending cuts.

Federal Reserve Chairman Ben Bernanke, in testimony on Tuesday to the Senate Banking Committee, urged lawmakers to avoid the spending cuts, warning that combined with earlier tax increases it could create a "significant headwind" for the economic recovery.

Merkel visits troops operating Patriots in Turkey

? German Chancellor Angela Merkel is visiting German troops deployed to operate Patriot missile batteries in Turkey.

The Patriots were sent to Turkey, a NATO member, to protect it from spillover from Syria's civil war.

Merkel's two-day visit comes as Turkey grows increasingly frustrated over the slow progress in its bid for European Union membership. Before arriving Sunday, Merkel said she backs opening a new chapter in those stalled talks, despite being skeptical about Turkey's accession.

The chancellor's first stop was Kahramanmaras, some 100 kilometers (60 miles) from the Syrian border, where some 300 German troops are manning two out of six NATO-deployed anti-missile batteries.

Merkel will hold talks with Turkish leaders on Monday. She is accompanied by a delegation of businessmen.

Visa and Samsung ink worldwide NFC deal here comes the payWave bloatware

First, the good news. It appears that Visa and Samsung's Olympics trial went over so well, that it's expanding those mobile payment dreams to a global audience. Now, the rough news -- Visa has convinced Samsung to pre-load the payWave app onto every future Samsung smartphone with an NFC module. Granted, you'd be using that anyway for contactless payments... but only if you had a Visa card. At this point, it's practically a given that the impending Galaxy S IV will boast not only an NFC chip, but payWave integration from the factory.

The deal also gives banks the ability to load payment account information over-the-air to a secure chip embedded in Samsung devices (thanks, Mobile Provisioning Service), but neither company is coming clean on what devices in particular will be taking advantage. Unfortunately, this news may be even gloomier for non-Visa users -- it's unlikely Samsung's contract will allow it to announce similar deals with competing mobile payment services, but we suppose we'll see in time.

Ex-mayor and manager seeks LHS headmaster post

LOWELL -- Former Mayor and City Manager Brian Martin has officially announced he will apply to fill the vacant position as Lowell High headmaster.

"I think the high school is a great school. It's the flagship school for the Lowell Public Schools. I think that I would have an awful lot to offer as a leader of the school," Martin, who is a 1968 graduate of the school, said.

Martin, 62, has worked as U.S. Rep. Niki Tsongas' senior advisor and district director for the past seven years.

He said he has the congresswoman's blessing to apply.

Martin is a former teacher and was the high school athletic director. He comes from a family of educators.

Superintendent of Schools Jean Franco did not renew Headmaster Ed Rozmiarek's contract, which expires June 30.

"I hope I can convince the selection committee that I'm the right person," he said.

MIAMI BEACH, Fla. (AP) ? Bobby Flay is a Burger Bash bridesmaid no more.

After years of playing second griddle to Iron Chef Michael Symon, the Food Network star finally netted a victory in the South Beach Wine and Food Festival's build-a-better-burger competition.

Flay has sought the top spot at the Burger Bash for nearly seven years, but always fell short.

For the past three years, Symon bested him ? and the 20-something other top chefs who compete each year ? with over-the-top, multimeat creations.

But this year, Flay cooked up a crisped beef patty topped with queso sauce, potato chips and green chili pickle.

"It's about time," Flay said after Thursday evening's event. "The green chilies were my secret weapon. I pulled out all the stops for this one. Michael Symon is a tough guy to beat."

The Burger Bash is a fixture of the festival and is hosted by Rachael Ray. Dozens of chefs from around the country gather in a massive tent on the beach, cooking up their best burger creations for thousands of attendees.

"Michael Symon is my best friend. If I had lost again it was going to be a long summer," Flay said.

Previous winners include Symon (2012, 2011, 2010), Spike Mendelsohn of Good Stuff Eatery in Washington (2009), Michael Schlow of Radius in Boston (2008) and Shake Shack of New York (2007).

Donors push for Gene Bleymaier's name on new football facility

Boise, IDAHO (KBOI-TV) Boise State will ask the Idaho State Board of Education for permission to name its new football facility after former Director of Athletics Gene Bleymaier, now in the same position at San Jose State University.

Lead project donors Larry Williams and Jerry Caven made that request in November 2010, nine months before Bleymaier was fired by Boise State in the wake of a 'lack of institutional control' ruling and punishment by the NCAA against Bronco athletics.

Boise State President Bob Kustra was quoted in support of the move in a university press release.

?Boise State owes a huge debt of gratitude to the Caven and Williams families for their ongoing generosity, and for suggesting this recognition of Gene?s work and accomplishments,? Kustra said.

Bleymaier was Boise State's Athletic Director between 1982 and 2011, directing bronco athletics through membership in four conferences and helping build nearly all of the program's facilities.

The request goes before the State Board of Education at its quarterly meeting this Thursday in Boise.

Lakers owner Jerry Buss remembered at service

LOS ANGELES (AP) ? Magic Johnson, Shaquille O'Neal, Kobe Bryant and Jerry West were among a host of basketball greats who gathered to remember the life and legacy of Los Angeles Lakers owner Jerry Buss.

They spoke at a memorial service held Thursday for Buss, who died this week at 80 after an 18-month struggle with cancer. The stage at the Nokia Theatre across from Staples Center was bedecked with all 10 of the NBA championship trophies won by the Lakers under Buss and more than 30 floral arrangements.

Johnson punctuated the 1 1/2-hour service by getting the audience on its feet, clapping and cheering for Buss. "He didn't like it sad, he wanted it to be fun," Johnson said.

White House announces anti-theft trade strategy

WASHINGTON (AP) ? The Obama administration announced a broad new effort Wednesday to fight the growing theft of American trade secrets following fresh evidence linking cyberstealing to China's military.

The plan includes a new diplomatic push to discourage intellectual property theft abroad along with better coordination at home to help U.S. companies protect themselves. The administration says indications are that economic espionage is increasing, not only through electronic intrusion over the Internet but also through the recruitment of former employees of U.S. companies with knowledge of inside trade information.

"Trade secret theft threatens American businesses, undermines national security and places the security of the U.S. economy in jeopardy," said a report from the White House. "These acts also diminish U.S. export prospects around the globe and put American jobs at risk."

Earlier this week, a Virginia-based cybersecurity firm, Mandiant, accused a secret Chinese military unit in Shanghai of years of cyberattacks against more than 140 U.S. companies. The accusations and supporting evidence increased pressure on the United States to take more action against the Chinese for what experts say has been years of systematic espionage.

The Chinese government denied being involved in cybertheft, with China's defense minister calling the Mandiant report deeply flawed. China's Foreign Ministry said that country has also been a victim of hacking, much of it traced to the United States.

Wednesday's Obama administration report did not specifically target any one violator, but the China problem is evident in the case studies it cited. Those examples did not involve cyberattacks, but rather the theft of hundreds of millions of dollars in trade secrets by former employees of U.S. corporations including Ford Motor Co., DuPont Co., General Motors Corp., Cargill, Dow Chemical Co., Valspar and Motorola.

President Barack Obama signed an executive order last week aimed at helping protect the computer networks of American industries from cyberattacks. It called for the development of voluntary standards to protect the computer systems that run critical sectors of the economy such as the banking, power and transportation industries. It directed U.S. defense and intelligence agencies to share classified threat data with those companies.

He also prodded Congress during his State of the Union address to go further.

"Now, Congress must act as well by passing legislation to give our government a greater capacity to secure our networks and deter attacks," Obama said.

The president said America's enemies are "seeking the ability to sabotage our power grid, our financial institutions and our air traffic control systems. We cannot look back years from now and wonder why we did nothing in the face of real threats to our security and our economy."

The new report was short on specific consequences for trade secret theft, with no new fines or other trade actions announced. It included five actions to protect American innovation:

? Applying diplomatic pressure by senior officials to foreign leaders to discourage theft.

? Promoting best practices to help industries protect against theft.

? Enhancing U.S. law enforcement operations to increase investigations and prosecutions.

? Reviewing U.S. laws to determine if they need to be strengthened to protect against theft.

? Beginning a public awareness campaign.
